Article 32
Mandatory referendum
The people are subjected to the vote on:
a. constitutional amendments;
b. intercantonal and international treaties, whose content has constitutional status.

f. tax laws (article 125 1 and article 130 para 3 BST. b) and their changes,which introduce new taxes or for the individual will result in higher tax burdens.

Article 132
Principles
The Constitution can be amended at any time in whole or in part.
Templates of amendments will be discussed twice. Constitutional amendments are subject to the referendum.

Article 134
The people on the basis of a people initiative or a decision of the Council of the Canton deciade on whether or not a total revision of the Constitution shall be initiated.
At the same time, it decides whether the Cantonal Parliament or a Constitutional Council, which will be elected by the people, work out the template.
