Article 14. The rights of Zacatecan citizens are:
III. participate in the processes of referendum, plebiscite, popular initiative and revocation of the mandate to be convened under the terms of this Constitution and its regulatory laws;
THE REFERENDUM, PlEBISCITE AND POPULAR INITIATIVE
Article 48. The right of citizens to initiate laws, municipal ordinances and the adoption of measures conducive to improving the functioning of the public administration, State and municipal shall be established. The exercise of this right shall be subject to the requirements, scope, terms and procedures establishing regulatory laws.

Article 64. Rules to present initiatives
1. The right of Popular initiative should be exercised as follows:
I. The Initiative of law, decree, reform, addition, repeal or abrogation of legal orders, shall be directed to the State Legislature and presented before the Office of Parts of the Legislature itself.
III. The draft of state or municipal administrative provisions or measures shall be addressed to and submitted to the the competent administrative authority.
Article 65. Data and minimum of promoters
2. All popular initiative will require a minimum of promoters:
I. Five hundred citizens registered in the State register, in the case of law initiatives, or administrative regulations of the Executive Branch;
II. One hundred citizens registered in the respective municipal register, regulations or municipal administrative arrangements, in municipalities with more than twenty thousand electors; or
III. Fifty citizens registered in the respective municipal register, regulations or municipal administrative provisions, in municipalities with less than 20,000 voters.
