17(1) A proposal to form, dissolve, or alter the boundaries of a municipality may be initiated by:
(a) the Minister;
(b) the council of a municipality; or
(c) at least 30 per cent of the persons who would be or who are electors of the municipality or the area proposed to be formed, dissolved, or altered.
(2) A proposal under subsection (1) must be in writing and filed with the Yukon Municipal Board.

32 In deciding what recommendations to make respecting a request, the Minister may
(f) require a vote of the persons who would be electors or are electors of the affected area and may consider its results; and (..)
