Article 72
Following institutions exist in each municipality:
1. a meeting of citizens with right to vote in the community;
2. a Town Council which is elected by the Municipal Assembly. (..)

Article 78
The Prime Assembliy consists of the voters the in the municipality.
It elects a Town Council from 3 to 15 members, the President and Vice-President, If necessary, the General Council.
In communities without General Council, the Prime Assmbly decides in particular about:
1. the city rules, with exceptions of those set by the law;
2. important projects concerning sale, granting limited rights, exchange, leasing, sale of assets values, granting of loans, borrowing, loan guarantees, issuing and transferring hydroelectric power concessions;
3. the new non-bound expenses, whose amount is laid down by law;
4. the estimate and the budget.
In communities where a general Council is institutionalized, it will have the position of the Primary Assembly and exercising at least their rights, except in election affairs.
The law determines in both cases responsibilities and the exercise of those rights.
