Article 331. - The present Constitution could be partially ort totally be reformed, according to the following procedures:A) On the initiative of the ten percent of the citizen new, registered in the National Civic Registry, presenting an articulated project that will rise to the President of the General Assembly, having to be put under the popular decision, in the immediate election. The General Assembly, in meeting of both Cameras, will be able to formulate substitute projects that will put under the plebiscite, together with the popular initiative.(..)
