Art. 138 Popular initiative requesting the complete revision of the Federal Constitution
1 Any 100,000 persons eligible to vote may within 18 months of the official publication of their initiative propose a complete revision of the Federal Constitution.
2 This proposal must be submitted to a vote of the People.Art. 193 Total revision
1 A total revision of the Federal Constitution may be proposed by the People or by one of the two Councils, or may be enacted by the Federal Assembly.
2 If the initiative comes from the People or if the two Councils disagree, the People shall decide on the implementation of the total revision.
3 If the People approve the total revision, the two Councils shall be newly elected.
