Confirmative Referendum on the initiative of the council
The confirmative referendum on individual acts, on the initiative of the council, provided it is expressly provided in a separate section of the act you want to submit to a referendum approved by at least thirty-one members, is permitted for each subject, except for laws relating to tax matters , financial, amnesty and pardon.

It shall not be reviewed for eligibility by the Board of Judges on the Referendum.
