A general referendum may be held to repeal, in whole or in part, a law or a measure having the force of law, when so requested by five hundred thousand voters or five Regional Councils.
No referendum may be held on a law regulating taxes, the budget, amnesty or pardon, or a law ratifying an international treaty.
Any citizen entitled to vote for the Chamber of deputies has the right to vote in a referendum.
The referendum shall be considered to have been carried if the majority of those eligible has voted and a majority of valid votes has been achieved.

Referendum previsto dall'articolo 75 della Costituzione
In order to collect 500,000 signatures of voters required for the planned referendum Article 75 of the Constitution, sheets certified by the official referred to in Article 7, should indicate the terms of the question that will be submitted to popular vote, and the law or instrument having the force of law of which it is proposed to repeal, completing the formula you want it repealed. . . 'With the date, number and title of the law or act having the force of law on which the referendum is required.
If you are claiming partial repeal referendum, the formula shown in preceding paragraph shall also be included indicating the number of the article or Articles on which the referendum is required.
If you are claiming the referendum to repeal a portion of one or more items law, in addition to the law and part of the preceding paragraphs and the first second, it must be indicated in the paragraph, and shall also be fully transcribed the literal text of the statutory provisions of which is proposed the repeal.
Without prejudice to Article 31, the filing at the Registry of the Court of Supreme of all sheets containing the signatures and certificates of election to subscribers be made within three months from the date of the postmark on the papers under the same Article 7, last paragraph. The deposit must be made at least three of the promoters, who declare to the Registrar the number of signatures supporting the request.
