Article 123. - During the ordinary sessions, the initiative to form the laws corresponds to him to any member of the Legislative Assembly, to the Executive authority, by means of the ministers of Government and to the five percent (5%) (minimum), of the citizens enrolled in the electoral register, if the project is a popular initiative. The citizen initiative will not be possible if the project is regarding budgetary, tributary matter, fiscal, from approval of loans and contracts or acts of administrative nature. (Art. 1; Ley 8491)

Other Formal Requirements:

c) Each one of the pages in which the signatures are collected will have to contain the following elements: the review of the project, the name, the number of certificate and the company/signature of the citizens who support the project.
