Article 38: The Legislative Power may call a popular consultation for a bill to be turned into law if it is voted in the affirmative by the absolute majority of the voters who validly cast the vote, in which case the promulgation shall be automatic; the law of convocation may not be vetoed.

4.         Law on the creation of municipalities and jurisdictions

5.         Laws originated by popular initiative
