Article 38. 

The Legislature or the Governor of the Province, within their respective competencies, may call for a non-binding popular consultation. In this case the vote is not obligatory. The Legislative Power, with the vote of the absolute majority of the members of each House, must pass the regulatory law of the present article. (…)
