Article 68
Citizens' initiatives and citizens' assessments
(1) Every citizen of the State has the right to apply to the State Government for a specific measure to be taken by the Sate Government which goes beyond the remit of a municipality in all matters with the exception of those of state administrative jurisdiction which are the responsibility of organs of the State.
(2) An initiative shall be subject to deliberation and decision-making by the State Government if it is supported by at least 25 per cent of the citizens entitled to vote in Parliament who reside in a municipality for which the initiative is of direct importance. The decision of the State government shall be made public.
(3) The law regulating the organisation of the municipal administration (Article 87) shall provide that the right of the citizens' initiative shall also be guaranteed to the extent that it concerns measures which affect the sphere of responsibility of a municipality.
(4) Proposals for legislation of fundamental importance by the State government shall be made known to the public in an appropriate manner. Every citizen of the State has the right to make a statement on the proposed law within six weeks of its announcement. Similarly, independent motions by members of the State Parliament and the committees of the State Parliament for the enactment of a law of fundamental importance on the basis of a resolution of the competent committee of the Landtag shall be announced to the public in an appropriate manner.
(5) Administrative provisions shall not be affected.
(6) The more detailed provisions shall be laid down by State law.
