Article 100
Amendments to the Constitution shall require a two-thirds majority of the elected members of the House of Representatives. If the amendment to the Constitution concerns Articles 62 and 63, a referendum shall also be required.

§ 36 The referendum result
(2) A draft law about the amendment of the Constitution of Berlin is adopted by referendum if a majority of at least two-thirds of the participants and at the same time at least half of the electorate agrees.
