62 Mandatory referendums
1 A mandatory referendum is required, when:
b) ...; if this Quorum (if laws are not adopted by the absolute majority of all members of the Great Council) is achieved , one-fourth of all members of the Great Council, nevertheless, can call for a referendum,
e) ..., if they (The decrees of the Great Council in accordance with the 63 Sub.p. 1 let. bd and f of this Constitution) are not adopted by the absolute majority of all members of the Great Council; if this Quorum is achieved, one-fourth of all members of the Great Council, nevertheless, can call for a referendum.

22 Determination of the result, absolute majority
1 In determining the result of an election or vote, blank and invalid ballots or votes are disregarded.
2 The absolute excess is calculated as follows: the total number of valid votes is divided by the number of authority members to be elected and half the result. The next higher whole number is the absolute.
