The Act regulates the rights of people in the community. It provides in particular a right of initiative, a referendum and a request.

Article 93
Associations of communes have to be organized democratically.
The rights of people in the community apply by analogy to associations. The right of initiative and referendum are to the voters in the territory of the association.
