Referendum
§ 130
Referendum
(1) The right to a referendum is the right of the citizens of the municipality to decide whether a decision of the municipal council should be valid in matters of the municipality's own sphere of activity. The referendum shall be decided by an unconditional majority of the valid votes cast.
(2) Resolutions of the municipal council in matters of its own sphere of activity shall be subject to a referendum if the municipal council so decides at the same time as the resolution of the municipal council is passed.
(3) Referendums on specific personnel matters, elections and decisions concerning certain persons are excluded.
§ 154
Effect of the referendum
The result of the referendum shall be equivalent to a corresponding decision of the municipal council.
