ARTICLE 23. These are prerogatives of the Guanajuato citizens:

ARTICLE 34. For the creation of a new municipality, will require the following requirements:
I that land area that is intended to be is not less than 150 square kilometers;
II. that the population who dwell in that area is greater than seventy thousand inhabitants;

V. That this village has municipal public services essential to its population; and,
