ARTICLE 74. THE CONCEPT OF POPULAR CONSULTATION. The citizens consultation is the instrument whereby the inhabitants emit their opinion and/or solutions to matters of public interest or of community problems of the place of residence.
ARTICLE 75. THE POPULAR CONSULTATION CAN BE REQUESTED BY THE INHABITANTS
The citizen consultation may be requested by a hundred or more inhabitants of the place where there is a matter of public interest or a community problem for consultation.
ARTICLE 76. REQUEST FOR POPULAR CONSULTATION. Any request to convene a popular consultation must meet the following requirements:
I. They must be submitted in writing, duly signed by the applicants.
II. Address to hear and receive all kinds of documents and/or notifications. Applicants may appoint a common representative who will be able to perform all the necessary acts to process the application.
III. Contact the competent authority.
IV. State the purpose, procedure, methodology and form of the consultation.
V. Specify the date, place and format through which the Coahuilenses inhabitants will be consulted.
ARTICLE 77. THE RESPONSE OF THE APPLICATION FOR THE POPULAR CONSULTATION. The competent State or municipal authority shall decide on the proceedings of the popular consultation, under the following rules:
I. the authority concerned within twenty-five days will resolve the proceedings and, where appropriate, shall issue the announcement.
II. determine the object, the procedure, methodology and the form of the query.
III. determine date, place and format to be used with which the inhabitants will be consulted.
IV. According to budgetary availability, the authority may contribute with people, material, and financial resources to assist in the execution of the query.
ARTICLE 80. THE FORMS OF THE POPULAR CONSULTATION. The popular consultation can be conducted through:
I. direct consultation.
IV. opinion polls.
V. other means of consultation that are reliable.
ARTICLE 82. THE EFFECTS OF THE POPULAR CONSULTATION. The results of the popular consultation will not be binding. They are only elements of judgment for the exercise of the functions of the initiator.
