Article 274. In the decentralized departments, the election of the prefects and departmental councils shall be carried out by universal suffrage. These departments may become autonomous departments by referendum.

Article 24. (REFERENDOS FOR AUTONOMIES). The decision to establish regional autonomy will be taken by means of a referendum promoted by popular initiative in the municipalities that make up the region.

The decision to convert a municipality into an indigenous autonomy of peasant origin will be taken by means of a referendum promoted by popular initiative in the corresponding municipality.

The decision to add municipalities, municipal districts and/or indigenous and aboriginal campesino autonomies to form an indigenous and aboriginal peasant region may be adopted by means of a referendum promoted by popular initiative and/or in accordance with its own rules and procedures for consultation, as appropriate, and in accordance with the requirements and conditions established by the Political Constitution of the State and the Law. These referendums shall not be taken into account for the purposes of the frequency established in Article 17 of this Law.

ARTÍCULO 17. (FREQUENCY AND BUDGET). -

In a national constituency, only one referendum may be held in each constitutional period, at the State initiative of the President of the Plurinational State, one referendum at the State initiative of the Plurinational Legislative Assembly and one referendum at the initiative of the people. Referenda for International Treaties and Constitutional Reform are excepted.

In departmental and municipal districts, the frequency will be established by departmental and municipal regulations, respectively.

The budget required for the implementation of each referendum will be covered, depending on its scope of implementation, with resources from the State Treasury, departmental resources or municipal resources, as appropriate.
