With relation to the figures of the Plebiscite, Referendum and Popular Initiative, the Electoral Institute will be the responsible body for organizing them.

Article 3°.- The Instruments of citizen participation are:

I. Plebiscite;

II. Referendum;

III. Citizens' Initiative; (..)

Expenses that arise with the implementation of the instruments of citizen participation, must be incurred by its initiators, so the Executive Branch, the Congress of the State and the municipalities shall establish in their budgets of expenses a category for this purpose; for those promoted by citizens, the expenses will be disbursed by the Electoral State Institute The State Congress shall have the power to make the budgetary reallocations necessary to guarantee the execution of the instruments of citizen participation.

TITLE II

INSTRUMENTS OF CITIZEN PARTICIPATION
Chapter I The Plebiscite
Article 11.- The Plebiscite is the instrument of citizen participation to submit for the consideration of citizens, through voting, the specific acts of government issued by the Governor of the State or by the City Councils, which are of public interest.

Article 12.- The Plebiscite may be requested by:

II. One third of the Deputies that make up the State Congress;

Article 26.- A Plebiscite or Referendum may not be held in the year in which constitutional elections are to be held from the moment the period of pre-campaign and/or citizen support begins until the day following the election day. 

Article 32.- The results of the Plebiscite or Referendum shall be binding as long as at least forty percent of the persons registered in the corresponding electoral roll in the territorial district in which it was applied participate in said process.

Article 13.- Government acts related to the following matters may not be submitted to Plebiscite:
I. The tributary or fiscal matter, of income and expenditures of the State and of the municipalities;
II. The Internal Regulations of the State Public Administration;
III. The system of internal and administrative functioning of City Councils; and
IV. The others determined by law.
